Validators vs. Voters

The number of validators is counting the pools involved in voting, while the number of voters is counting the actual number of wallets signing the vote. Multiple validators can delegate their voting permissions to a single wallet, who will then vote for them. The disparity between number of unique validators and number of unique voters can show how centralized the delegation of votes is.
